1.TREASURY DEPARTMENT
i) ACCOUNTANT (GRADE 14)-1POST

Qualifications and attributes

A Bachelor’s degree in Accounting or a proffessional Accounting qualification such as CIS,CIA,ACCA,CIMA or SAAA.

At least (2) years post qualification experience in middle management accounting position.

Local government experience is an added advantage.

Knowledge of PROMUN Municipal ERP system.

Ability to work under pressure and with minimum supervision.

Must be familiar with the Public Finance and Management  System.

A citizen of Zimbabwe.

No criminal record.

A clean record of service within the local government fraternity.

Duties and Responsibilities

Preparation of Council’s Budget.

Preparation of Final Accounts.

Preparation of Management Reports

Monitor and report on cash flows on a regular basis.

Establishing and revising polices and procedures,appropriate

to strengthen financial systems.

Establishing and implementing adequate internal systems to safeguard Council’s Assets.

Oversees revenue and expenditure functions.

2.HOUSING,HEALTH,EDUCATION AND COMMUNITY SERVICES DEPARTMENT
(ii) HOUSING OFFICER(GRADE 13)-1 POST.

Qualifications and attributes 

A Social Science Degree from a recognised Institution.

At least two(2) years post qualification experience in middle management in an administrative or social science position.

Local government experience is an added advantage.

Ability to work under pressure and with minimum supervision.

Computer literate.

A citizen of Zimbabwe.

No criminal record.

A clean record of service within local government fraternity.

 

Duties and Responsibilities 

Mantaining the housing waiting list register.

Recomends eligible housing applicants for allocation by the Director of

Housing and Community services.

Prepares stands allottee returns to the director of Housing and Community Services.

Maintains and updates housing records and an up to date property register.

Management of council rented properties including houses and shops.

Compiles and updates housing statistics.

Administration of property cessions and preparation of lease agreements and agreements of sale. 

Follow up on stands developments and recomends stands that are due for repossesion to the Director of Housing and Community Services.

Initiates tittle deeds processing for fully developed stands.

Attends to all housing related queries and recomends appropriate action to the Director of Housing and Community Services.

Compilation of monthly reports to the Director of Housing and Community Services.

3.WORKS DEPARTMENT
(iii) TOWN PLANNING TECHNICIAN (GRADE 13)-1 POST

Qualifications and attributes

Degree in Rural Urban Planning or equivalent from a recognized institution or equivalent.

At least two(2) years experience in a local Authority environment.

Ability to work under pressure and with minimum supervision.

Computer literate.

A citizen of Zimbabwe.

No criminal record.

A clean record of service  within the local government fraternity.

Duties and Responsibilities

Assist council on preperation and implementations of the Master and local plans or schemes in accordance with the provision of the Regional, Town and country planning Act Chapter 29:12.

Drafting of layout and site plans under the guidence of the Director of  Engineering Services.

Advising and implementation of development control measures on areas to be built and built up areas of council.

Development of relevant by-laws.

Processing of change of use applications and the overall control of development so as to preserve (or achieve) robustness,aesthetics, safety and overall functionality of the Town.

Siting,peg identification and preliminary pegging of stands.

Assist on land surveys for the land to be built.

Enforce development control for the built-up areas.

Manage storage of all planning materials and equipment and all planning documents and layouts.

(4) CIVIL ENGINEERING TECHNICIAN(GRADE 13)-1 POST

Qualifications and attributes.

Minimum of National Diploma in Civil Engineering.

At least two(2) years working experience.

Computer literate e.g Excel and Auto CAD.

Local Government experience is an added advantage.

Ability to work under pressure and with minimum supervision.

A citizen of Zimbabwe.

No crime record.

A clean record of service within the local government fraternity.

Duties and Responsibilities.

Project management and supervision of construction and maintainance jobs.

Coordinating WASH activities.

Overseeing the construction and maintenance of roads and,water and sewer reticulation systems.

Carry out any other related assigned duties.
